Terry is originally from Kildare and now living in Dublin. She is the Chief Welfare Officer in Dublin City Council Housing Welfare Section, the social work agency of the local authority. There are twenty five professional social workers in this section (including senior social workers) who deliver a social work service to the tenants, prospective tenants, tenant purchasers, elderly, families and individuals; homeless persons, members of the Traveller Community and other ethnic minorities.
